Board Minutes - March 22, 2006

AGENDA

1. Roll Call:

Mr. Gibson brought the meeting to order at 7:00 pm and introduced the board of directors.

2. Review and Approve Minutes from Previous Meeting:

Mr. Gibson, seconded by Mr. Del Valle, made a motion to approve the January 25, 2006 meeting minutes. The board unanimously approved the minutes.

3. Officer Rick Warren:

Mr. Gibson introduced Police Officer Warren to the homeowners. Officer Warren advised the group that no crimes in Nautica Isles West (NIW) were reported during the past month. He then cautioned homeowners to determine whether they have faulty deadbolt locks. He advised that the doorframe hole must be one inch deep or the lock will not be secure. Discussion followed:

a. House Watch Program

Homeowners interested in the Greenacres police patrolling by their homes (when residents are away for any period of time) should visit the police department prior to their departure. A form must be completed, listing the dates they plan to be away.

b. Speeding in NIW

A speed tracker will be placed on Nautica Isles Boulevard, followed by speed patrols through the community. A discussion ensued on speeding vehicles. The board advised homeowners to forward the offenders’ license numbers to them via the website in order to pursue violators.

4. Treasurer’s Report:

Mr. Gibson stated this report would be tabled due to Mr. Eimer’s absence and discussed at next month’s meeting.

5. Property Management Report:

Mr. Thomas updated the board on the following:

a. Street Lights on Nautica Isles Boulevard

One bid has received for repair/replacement of Nautica Isles Boulevard lighting. He will continue efforts to obtain other bids.

b. Fence Status (Tennis Courts and Perimeter)

The fence extension has been completed at the corners of NIW into the canal. Fencing has also been completed in the tennis courts. Mr. Thomas received one bid on a barbed wire extension on the perimeter walls. He will continue efforts to obtain other bids.

c. Metal Entrance Gates at the Clubhouse

Work is pending on gate repairs due to back-ordered parts.

d. Towing Vendors

There have been difficulties in City Towing and King’s Towing patrolling NIW. Mr. Thomas will continue to work on the issue concerning towing vehicles in violation of the by-laws. He also mentioned the fining committee’s active pursuit of violators.

e. Cable Contract

Equipment for NIW has been allocated by Adelphia Cables as per the contract terms. Training will be available to the board once the equipment has been provided. He noted that Channel 63 will be the programmable station for the community.

f. Selection of Accountant and Engineer for Transfer

The accounting firm Gershwin-Rosen has been hired to conduct the final audit for the transition from GL Homes to homeowners. In addition, Mr. Thomas is searching for an engineer who can provide an overview of items/survey the property during this transition period. Mr. Gibson advised that at the conclusion of the accountant and engineer reviews, the board would be in a position to negotiate the settlement with GL Homes. The board welcomed homeowners to submit areas of concern in NIW via the website.

g. Clubhouse Sound System

Mr. Thomas will meet with the sound system vendor tomorrow regarding equipment repair.

6. New Business:

a. Visitor Parking / Guest Passes

Mr. Heron discussed the implementation of a parking permit/guest parking system in NIW. He proposed that homeowners expecting overnight guests would complete a guest parking application (available on the NIW website and at the gatehouse), provide the completed application to the guard at the gatehouse, and receive a one-page parking information sheet and a one-day parking permit (valid through the next day at 10:00pm) for parking at the clubhouse. The application must be given to the gatehouse guard for each day the guest will park in the clubhouse parking lot. He stressed that there would be a 14 day maximum on clubhouse parking per household per month.

Mr. Heron proposed issuing a notice warning/reminding homeowners that no street parking is permitted, as well as posting signs stating the same. After the notice is provided, Mr. Heron suggested ending the stickering process of vehicles parking on the streets and commence towing as the next step.

Mr. Gibson, seconded by Mr. Del Valle, made a motion to approve the guest parking system and towing procedure. The board unanimously approved the measure.

b. Renters

Mr. Del Valle provided a renters policy to the members of the board for discussion at next month’s meeting. Mr. Gibson asked homeowners in possession of rental policies to forward them to the board via the website.

c. Fining Committee Appointments

Mr. Heron distributed a list of the fining committee volunteers to the board. Mr. Del Valle, seconded by Mr. Gibson, approved the fining committee members as per the February 22, 2006 meeting minutes. The board unanimously approved the volunteers on the committee.

7. Resident Comments:

a. Dogs

The board advised that all dogs must be leashed when not contained in fenced yards. Homeowners should inform the board when a dog, leashed or unleashed, bites someone in NIW. This is considered a nuisance under the by-laws and will be pursued by the fining committee.

b. Lost/Missing Pets

In response to complaints regarding notices of lost/missing pets posted on trees and signposts in NIW, the board requested that homeowners with lost/missing pets contact the board via the website and provide a picture and description. An email will then be forwarded to those homeowners who have provided their email addresses to the board. Mr. Heron suggested that lost/missing pets could be included on the NIW television channel once the equipment is installed and functioning.

c. Royal Palm Trees on Nautica Isles Boulevard

Mr. Thomas informed homeowners that NIW is on a waiting list for pruning the Royal Palm trees on Nautica Isles Boulevard.

d. Photographs

Mr. Del Valle thanked a homeowner for providing photographs of the community to the board and stated the pictures would be posted on the website. He asked interested homeowners to forward their pictures to him for addition to the website.

e. Garbage Containers

Homeowners complaining of neighbors leaving their garbage containers curbside several days prior to pick up should contact the board via the website. They must provide the address for follow-up.

f. Camera System in NIW

Mr. Gibson informed homeowners that Mr. Eimer expects to receive the necessary equipment shortly to repair the camera system. The board agreed to pursue another vendor if the system is not repaired soon.

g. Lake Management

Mr. Thomas will contact Lake Management to trim the weeds in all lakes located in NIW. He will also ensure that they address the algae and the accompanying odor.

hg. Signs Posted in NIW

Mr. Heron reminded homeowners that signs, i.e., realtor signs, open house, yard sale, and more, can not be posted in the community and will be removed.

8. Adjourn meeting:

Mr. Del Valle, seconded by Mr. Heron, motioned to adjourn the meeting at 8:00pm. The meeting unanimously adjourned. The next Board of Directors meeting will be held on Wednesday, April 26, 7:00pm, in the clubhouse.
