Board Minutes - May 27, 2009
Nautica Isles West Clubhouse 7:00pm
1. Call to order: All officers were announced (7:05PM)
- President, Art Heron

2. Greenacres Police Report Officer Warren NIW Police Report
- Vin etching program in April resulted in 25 cars
- April stats for the community, no property crimes reported
- Community Awareness, be aware of purses being stolen in shopping malls
- General Crime Trend, residential burglaries are slowing down however business burglaries are on the rise
3. Approval of the NIWHOA minutes for April was unanimously approved.
4. Property Mgr’s Report:
Budget update
- Currently we have enough in our operating account, which should cover Mays monthly expenses
- We have 79,000 in uncollected funds Jan 09 to present
- Close to 90 out of 450 homes in foreclosure
- Total cost is 250,000 owed to the NIWHOA (yr over yr analysis)
- Legal fund 18k budget we have used 35k handling foreclosures – handling leans
- 23% of the homeowners in our community are not paying the dues
- The NOWHOA has discussed raising dues however we are not ready to make this decision at this time. Due to the recession and the poor housing market we anticipate this will continue for 16 months and we will need to do our best to ride this out.
- One homeowner just paid late dues in excess of over a few thousand dollars
Administrative
- Prepared information for NIWHOA attorneys & accounts receivable
- Prepared 2 estoppels & POD questionnaire $150.00 each (300 benefit to NIWHOA)
- Processed two new homeowners into our community in April
- Collected quarterly dues & deposits
- Began training & transition of property management services
Maintenance
- Rust removed through most of the NIW property
- NIWHOA clubhouse bathrooms were inspected securing services quotes
Architectural
- In May three architectural applications were submitted to NIWHOA
Service Request / Work Orders
- None reported by property manager
Pavilion Reservations
- Three reservations were submitted in April
5. Towing Contract Update:
- Howie Eimer did research on six towing companies with the Palm Beach County Consumer Affairs
- A company called “Hook Ups Inc.” is closest lot to our community
- They guarantee a truck when security provides the over night surveillance then contacts the towing vendor.
- Important Note – A NIWHOA homeowner owns a towing company and requested if he can submit a bid. The NOWHOA considers this a conflict of interest with an owner that lives in the community.
- Service contract from Hook Up Inc. was issued to Howie Eimer (Hook Up Inc.)
- Our Security vendor conducted a study and recorded 55 cars parked on the street within 12 days between the hours 12:00am and 1:00am
- Motion made and approved by NIWHOA to enter into an agreement with Hook Up towing subject to a satisfactory contract and initiate the agreement ASAP (Eimer motion Art 2nd all approved by the vendor)
- Hook Up Towing - they shall provide signs in the community – need to be reflective signs
- Hook Up Towing Address: 523 Industrial Street, Lake Worth, Florida 33461
- Motion made and approved by NIWHOA to designate the tow signing agent to South Florida Security Specialist
6. Property Management Replacement
- Former NIWHOA Board Member Bridgette Yero shall provide property management services on a temporary basis until we can secure permanent property management services.
- The NIWHOA obtained bids from Banyan Property Mgt Services as well as APM the Bid was also higher than the Banyan bid. We are looking for a property manager on a part time basis as well as providing bookkeeping services.
- Break up the property management services by department – we would pay for the services they offer – Jen suggestion 23,000 all the billing and accounting which would remove the LCAM requirement and they handle the company and then bring the admin to handle the other services.
- NIWHOA shall carry on with the direction of Bridgette and part time services then during the budget renewal period we will look into a new vendor for full property management services.
- Our existing NIWHOA property Mgt services budget is very limited under the current fiscal constraints
- Check and balance system is needed and additional research will be done to find a vendor to provide bookkeeping services.
- Follow Up Note: The NIWHOA shall look into piecing out property management services and invite vendors to the next NIWHOA meeting to discuss financials services in our community
7. Settlement update with GL Homes
- Background information provided by Art Heron initial NIW engineering survey was done we are now in the litigation phase with GL Homes to resolve the numerous issues identified in the suvey
- Pool pumps being undersized (huge cost gather numbers and give Gl Homes figures)
- Basketball Courts (GL Homes might want to come out and fix the BBALL court)
- Sidewalks never put in the final two homes built by Gl Homes
- Closing - Combination of services or money provided by Gl Homes – excess of over 100,000 then it would be worth pursuing – Contacted Gl Homes with front development to see if they can work together in dealing with Gl Homes (process will occur in two weeks) and meet with GL Homes by the end of June. An additional engineering/electrical report is needed costing 10k this approval of funds was placed on hold until next month.
8. NEW / OLD BUSINESS
- Homeowners looking at foreclosed homes to put up shutters on the back of the home the NIWHOA is against this and this will not be carried out
- Homeowner complaints concerning a canine on Queenship
- Speeding in the community – get plan that identify where we need to put in the speed bumps – pull permit and identify the location of where a speed bump can be identified (homeowner to investigate this in more detail)
- Greenacres Police department to be contacted regarding speeding in the community
